The agents of V.A.N.I.S.H. can’t contact one another, they can only communicate with their managers, so unless you were my manager (which you could be if you wanted) I can’t communicate with you.

So, to be clear, V.A.N.I.S.H mission managers can only talk with one person, the person they are managing? Or is it like a mission control thing where they can talk to multiple people?
They can only communicate with one agent, however, they can contact all the managers.
